Add OCaml Oasis

OCaml Oasis is a configure/build/install system for OCaml proget (like
Cabal for Haskell).

This commit also add a few small dependencies that where missing

  -  OCaml Data Notation (odn)
  -  ocamlify
  -  ocamlmod
