The flockit library and tool exists solely because rsync doesn't have file
locking.
It's not used like a normal library; you don't link against it, and you don't
have to patch your source code to use it. It's inserted between your program and
its libraries by use of LD_PRELOAD.
For example:
$ env LD_PRELOAD=$(nix-build -A pkgs.flockit)/lib/libflockit.so FLOCKIT_FILE_PREFIX=test rsync SRC DEST
Besides the library a handy executable is provided which can simplify the above to:
$ $(nix-build -A pkgs.flockit)/bin/flockit test rsync SRC DEST

A function is added to enable the generation of a HPC report. For example:

`haskell.packages.ghcjs.ghcWithHoogle` failed because the following line:
for docdir in ${ghc.doc}/${docLibGlob}/*; do
failed because `doc` is not an attribute of `ghc` when `ghc` is
substituted for ghcjs.
If the flag enableIntegerSimple is true GHC will be build with the GPL-free but
slower integer-simple library instead of the faster but GPLed integer-gmp
library.
The attribute `pkgs.haskell.compiler.integer-simple."${ghcVersion}"` provides a
GHC compiler build with `integer-simple`.
Similarly, the attribute `pkgs.haskell.packages.integer-simple."${ghcVersion}"`
provides a package set supporting `integer-simple`.

Because of the latter I switched from GHC-8.0.1 to GHC-8.0.2 to build ghcjs-HEAD.
If ippicv can't be found in the directory:
3rdparty/ippicv/downloads/${platform}-${md5}
it will be downloaded instead. Commit 7fedbe7 accidentally swapped the
md5 with the sha256 causing ippicv to be downloaded each time opencv
gets build. This patch fixes that.
Without this we get the following Python exception when trying to fetch
a graph in the graphite web app:

Fixes#21032.
The advantage of putting the PID file under the ephemeral /run is that
when the machine crashes /run gets cleared allowing graphite to start
once the machine is rebooted.
We also set the PIDFile systemd option so that systemd knows the correct
PID and enables systemd to remove the file after service shut down.
