vagrant: Unbreak replacing symlinks on macOS
...
On a local installation on macOS, "cp -a" creates a write-protected
directory, which can't be renamed. Do a "chmod +w" to unbreak.
Fixes #77671 .

procmail's Makefile lacks a ".PHONY: install" line, which turns "make
install" into a no-op, at least on macOS. Insert one.

clisp: Unbreak on Darwin

Clisp depended on libffcall, which does not compile on Darwin. The
dependency is optional though, so omit it on Darwin. Also, make
conditional transitive dependencies on libffcall.

The darwin-arch.patch that was needed for previous releases doesn't
apply, and also doesn't work anymore. It builds fine without.
