This has been causing people issues so it’s easiest to leave it off
for now. Eventually I will do an RFC or some other PR where we can
have more discussion on benefits of doing this in CI.

I still think it’s still worth keeping aliases out of Nixpkgs but we
don’t need to block evaluation on it.
This hopefully makes patchShebangs respect cross compilation. It
introduces the concept of the HOST_PATH. Nothing is ever executed on
it but instead used as a way to get the proper path using ‘command
-v’. Needs more testing.

binutils expects x86_64-unknown-netbsd<version> (only 3 parts!). Any other combo seems to fail.
Also handle darwin versions similarly.

HOST_PATH contains the path of the host package. This will include the
packages listed in buildInputs & depsHostHost. Use this to find
runtime commands that the host needs.
For instance to find the runtime version of perl,
$ PATH="$HOST_PATH" command -v perl
/nix/store/...-perl-5.28.0-aarch64-unknown-linux-android/bin/perl
This path should not be executed directly (it will break for cross
compilation). Only use it to find the location of executables that
will be run by your host system. Your build tools will, as always, be
available on the default PATH.

OfBorg!)

76999cc40e changed some hashes resulting in this PR being technically
a mass rebuild. To avoid this, I am restoring some of the hashes (even
though it seems silly). My main goal is to get this PR merged quickly
as treewide changes like this get out-of-date quickly.
This commit should be reverted on the next mass rebuild.
otherwise we get this error on evaluation:

This makes the command ‘nix-env -qa -f. --arg config '{skipAliases =
true;}'’ work in Nixpkgs.
