fish: make python an optional dependency
...
Python is still used for tests, but does not become part of the closure.
In addition, nowadays fish only ever uses Python via __fish_anypython,
so using sed or propagating python isn't necessary anymore.

currently ignored, so we make it part of the sysinit.target manually.

Introduces a script that can be used to update the Nix expressions for
the Haskell package set. In service of that, also
- introduces cabal2nix-latest, which pins the hackage2nix version used
- changes all-cabal-hashes to use fetchFromGitHub
- adds update-hackage.sh & update-cabal2nix-latest.sh & update-stackage.sh maintainer scripts

Extensions are no longer unwrapped to the /share directory so the
extensions' derivations do not have to know about VSCode's package name.
