updated to newest version (1.13.2 was released ~2.25 years ago). switched to fetchFromGitHub to enable tests. added kiwi to maintainers. formatted with nixpkgs-fmt

it seems poppler updates (almost?) always break scribusUnstable
additionally:
formatted with nixpkgs-fmt;
added kiwi to maintainers - the more eyes the better;
add additional licenses that are listed on scribus COPYING;
recently this stopped building on nixos-unstable
a git bisect of nixpkgs revealed;

this switches the build to use gcc8Stdenv
haskellPackages.glirc is a "Console IRC Client." I've added a doJailbreak
to fix the build (thanks @infinisil) and added it to top-level/all-packages.nix
so people can find and install it as they would normally.
Would be nice to make this build in a way that allows the OTR extension to be
enabled. One thing at a time....
Fixes a bug that was noticed during an automated version bump.
What was needed was to add an LD_LIBRARY_PATH entry for stdenv.cc.cc in
makeWrapper

To (help) anyone that may find have errors like this in the future:
makeWrapper requiring the makeLibraryPath with stdenv.cc.cc is fairly common for electron apps.
At least ones that use dpkg on prebuilt debian .deb files (my `bitwarden` derivation requires it, too) that use gappsWrapperArgs

Update the Name attribute in the wire-desktop.desktop applications file
and add StartupWMClass key. This fixes the icons on plasma5 and gnome3
which, in certain places, showed a generic X.org icon instead of the Wire
icon.
