* nixos/postgresql: support 0750 for data directory
This is rework of part of https://github.com/NixOS/nixpkgs/pull/46670.
My usecase was to be able to inspect PG datadir as wheel user.
PG11 now allows starting server with 0750 mask for data dir.
`groupAccess = true` now does this automatically. The only thing you have to do
is to set group ownership.
For PG10 and below, I've described a hack how this can be done. Before this PR
hack was impossible. The hack isn't ideal, because there is short
period of time when dir mode is 0700, so I didn't want to make it official.
Test/example is present too.

The only fix is to change mode to 0700 before start, because otherwise postgresql
doesn't start, and error is non-obvious.
zoom-us: fix launch
Probably due to glibc update, ZoomLauncher became broken when v4l is present in
LD_PRELOAD path. It can be fixed by a) removing ZoomLauncher from startup chain,
so `zoom` is started directly or b) removing v4l from LD_PRELOAD.
The reason v4l was added before was because my video was rotated upside down without it.
Seem like nowadays this is fixed by Zoom itself, so I'm removing it.

The commit b0bbacb521 was a bit too fast
It did set executable bit for log files.
Also, it didn't account for other directories in state dir:

With proposed change, only ownership is changed for state files, and mode is left as is
except that statedir/logs is now group accessible.
This makes ~2.5x speed up of an empty container instantiate, hence reduces
rebuild time of system with many declarative containers.
Note that this doesn't affect production systems much, becaseu those most
likely already include `minimal.nix` profile.
* nginx: expose generated config and allow nginx reloads

Another try was done, but not yet merged in https://github.com/NixOS/nixpkgs/pull/24476
This add 2 new features: ability to review generated Nginx config
(and NixOS has sophisticated generation!) and reloading
of nginx on config changes. This preserves nginx restart on package
updates.
I've modified nginx test to use this new feature and check reload/restart
behavior.

* lib: introduce `foreach` = flip map
The main purpose is to bring attention to `flip map`, which improves
code readablity. It is useful when ad-hoc anonymous function
grows two or more lines in `map` application:

* tortoisehg: untie from mercurial
When I've added `tortoisehg` package, it turned out that mercurial updates
sometimes broke thg. I've added a comment to `mercurial/default.nix` to
update torotisehg version during mercurial updates, but this worked the other way round:
mercurial stopped to be updated regularly (https://github.com/NixOS/nixpkgs/pull/60993).
And sadly it didn't solve the issue - https://github.com/NixOS/nixpkgs/issues/61759.
Here I'm trying to untie them. Tortoisehg will build a custom mercurial package
if versions don't match. This makes updating tortoisehg more complicated,
but it is still better than current situation.

Marking packages broken isn't as fatal as throwing an exception. In my usecase,
I wanted to build all non-broken packages, that is:

Consider example:

When resolving package through overlays, we figure out that
nix == self.pkgsStatic.nix
=>
nix == (import <nixpkgs> { inherit overlays; }).nix
=>
nix == (import <nixpkgs> { overlays = [(self: super: { nix = self.pkgsStatic.nix; })];}).nix
and we enter infinite recursion of nixpkgs evaluations.
The proper fix should terminate recursion by assigning self fixpoint
to inner custom package set. But I get infinite recursion somehow, so
I use `super`. It is less correct modulo deep custom overrides, but behaves
correctly for simple cases and doesn't OOM evaluator.

The worst is that derivation continued and resulted into broken package:

I hope, replacing `grep -q` with `grep` will remove this race condition.
The explicit remove helped to uncover some hidden uses of `optionSet`
in NixOps. However it makes life harder for end-users of NixOps - it will
be impossible to deploy 19.03 systems with old NixOps, but there is no
new release of NixOps with `optionSet` fixes.
Also, "deprecation" process isn't well defined. Even that `optionSet` was
declared "deprecated" for many years, it was never announced. Hence, I
leave "deprecation" announce. Then, 3 releases after announce,
we can announce removal of this feature.
This type has to be removed, not `throw`-ed in runtime, because it makes
some perfectly fine code to fail. For example:

ryantm bot updates `psqlSchema` alongside with version: https://github.com/NixOS/nixpkgs/pull/50646, https://github.com/NixOS/nixpkgs/pull/55860
but `psqlSchema` is used to generate `stateDir`. It shouldn't be updated.
Ideally it should be equal to postgresql major version for pg versions,
but we already have deployments in /var/lib/postgresql/11.1. Strange why
nobody complained when it was changed from 11.0 -> 11.1.
I propose do correct naming for PG12+, but status quo for current versions.
